Mor is one of the reasons that ap is almost 'needed' to be competitive.

Ap is all win and is on my bar 66% of the time, the other 33% is fd.

But doesnt take away from the fact that some of the skills DO need a recharge buff to make other elites more viable, and that mor is the cause of the recharge times in a lot of that cases.

Having skills that have a lower recharge time will give a lot more options!
And thats something that the mes is really lacking.

Yeah, I'm not disagreeing. It just seems a bit silly because it's almost an academic question - Regardless of how powerful MoR is, it will probably never be as powerful as Assassin's Promise.
The ArenaNet logic of making Mesmer skill recharges longer to acommodate MoR but allowing something like AP to entirely circumvent those same skill recharges and provide additional energy management ... It's just mind-boggling.

It's because it was done for PvP, where Assassin's Promise is much less reliable and Mesmers are significantly more powerful, and they haven't sone anything to fix it in PvE.

AP is overpowered... plain and simple. It should fill the role of being able to recharge assassin's attack chains and nothing more. I think it should be linked to critical strikes or should only recharge attack skills. MoR's functionality is good, and if AP were changed, i think it would see some use on some mesmer bars.

Meh to AP... Its nice it works well with the pve skills and discord heros; But, its not unique to Mesmer, any casting class could use it and it takes up an elite skill slot.

When i play a Mesmer i want to use Mesmer elites... To get this back on topic...

The way to make Mesmers better is to generally reduce energy cost and recharge times of the mesmer skills... also increase the energy gain from other skill lines - allow for some energy management in the domination line. so that mesmers are not forced to run domination / inspiration ... it would be nice to see a Mesmer bar mixed with something other than more Mesmer skills there are virtually zero good mesmer builds that use secondary skills -- and when there is it gets nerfed to the quick. remember fast cast water? fast cast monk signets?

other ideas... allow vamperic weapon mods to work with IW... remove ALL casting time from Illusion of haste... reduce the time inspired hex, arcane larceny, arcane thievery, arcane mimicry (this one needs way less recharge time too - 60 sec is nuts), revealed and inspired enchantment keep skills to 10 sec... bring back signet of weariness... Lower the recharge of Shatter enchantment to 20 seconds or less... lower the recharge of shame and guilt to 20 seconds or less... make blackout work for at least one second longer... increase the energy loss for chaos storm(at 16 domination make it unconditionally lower foe energy by 3 per sec)... Lower the casting time for spirit of failure, and spirit shackles to 2 seconds... Allow Monsters to Kill themselves with backfire... remove the energy loss from signet of disenchantment and give it the negative effect of cripple and blind if an enchantment was removed...

If only Mirror of Ice's functionality was reverted to its pre-fastcastingwaternerf state. At least for PvE. Its not like Fast Casting water was overpowered in PvE anyway and it was fun to use.
