I've found some success with my Elementalist/Monk with a similar build. Thanks for validating my assumptions, and thanks for putting it in a understandable format.

Actually, in Arenas, you can get away with spear spam:

I use this setup - it's buff-heavy, so anyone with Rend will ruin your day, but we're talkin arena, right?

12 water + runes and hat makes 16
12 energy + a minor rune makes 13
rest in Dom (about 3 ranks.)

Hex Breaker - In Arenas, this is both prevention and a counter if used right.
Water Attunement
Elemental Attunement
Aura of Restoration (Not much of a self-heal, but better than nothing)
Deep Freeze
Blurred Vision / Ice Spikes (this is according to taste - i like blurred better in arenas)
Ice Spear - your game-winning move. spammable, and at 16 water about 60pts of dmg per shot on soft targets
Res Sig.

Ice Spear does require line-of-sight to hit, so if the target is running, whip out deep freeze, and continue the bombardment. Make sure you takea 20% Enchant Duration staff. When Elemental Attunement goes down, you'll lose energy slowly, but make sure to keep elemental attunement up at all times when possible.

I love water and play with my water ele in pvp all the time, but i would have one suggestion to your build Iami (although i use a completly different build), i would swap out water attunment for maelstrom, why? i know that when im playing in pvp i usually forget to put water attun. back on in mid battle, and maelstrom is almost needed for water builds. It doesnt seem like maelstrom does much dmg, but along with the inturruption it actually does do alot.
