Default Chopping Lagging?

A couple of friends of mine purchased Guild Wars yesterday, two of them have the game working fine. But one, with an average computer I would have to say seems to lag like hell. All the other games he has seems to work perfectly fine, though.
So far, we have no clue what's actually wrong, so hopefully we'll be able to figure out a way to get that game running smooth.

His computer;
2ghz Celeron (yea, it's not a gaming cpu, but oh well)
512 SDRAM (I think.. even if it's SDRAM it should run alright, shouldn't it?)
and a 9200 Radeon (minimum +)

So far, he has set everything to the lowest of the lowest settings/textures/etc.
I'm not sure if he has installed the latest of everything, but he probably has.
He'll be formatting today, so maybe that'll fix his problems (Defragging something 1 year old isn't too fun of a wait)

*I've also read that some people with 9200 Radeons don't lag too bad, and the game's actually playable*

By this, do you mean it completely freezing, but the mouse pointer still mobile and music still playing, and then it all catches up at once, leaving you near death? This is the servers fault? I dunno, I can actually hear my video card going weeeeeeeeeeee when it happens to mine.

I am getting the same problem recently as well. During pre-access the game was running smoothly, but today the 29th, I've notice slow loading times in changing areas and stop and go lag, even battles would lag tremendously as well. Wondering what it could be

I have a fairly respectable machine but after about 1 minute or so in game the entire world comes to a stand still. Its not locked up or anything just my character freezes in place and will not move at all; although I can turn around in a circle and mouse cursor is fine. All I can say at this point is that I'm glad there's no fee to play this thing. I can deal with bugs at a launch but lag is something that is completely controllable and should have been stress tested on the servers during beta a LOOOOONG time ago.

Specs
P4c 3.0ghz OC'd to 3.3ghz
1gig PC4000 ddr
Geforce 6800GT OC
Asus P4C800E-Deluxe
420watt Antec True PSU
1 x 60gb OS hdd and 1 x 160gb IDE Raid 1 array
*edit* oh yeah and this is on 5mbit Cable connection too.

Settings don't seem to matter much on performance.. during that one minute that I can move around everything is smoothe like butter with max settings

We apologize for the technical issue that is affecting gameplay and accessibility. The data center is experiencing network issues. We are working with our service providers to find a prompt solution, and very much appreciate your patience as we resolve this matter.
From the most recent refresh of the home page.

Even the best stress testing cannot plan for issues beyond their control. If their ISP is having issues, then bear in mind, that it is not ArenaNet's fault, but that of a provider falling down on their jobs.

I'm not having any problems at all, maybe once in a long while I have alittle stall/rubberband, but not too often at all.
My friend on the other hand, his computer's pretty much getting lagged out every now and then, makes him wanna quit. Weakling!

Got a chance to play some more late last night and the lag issues seemed to be resolved. Hopefully it wasn't in part due to it being off-peak hours.
