Default characters looking wierd

For some reason all the characters look dull and white.. here are two pictures.. one normal and one wierd.

I recently reinstalled after i reformatted my computer and this is what happened.. i've updated the drivers but when i did that, my computer couldnt get over 640/480 and 16 colors.. and im sure they were the right drivers.. I also made sure all the settings are on high.. btw the video card is a Geforce fx 5500

Try turning down all the settings and leave it there for about 3 minutes, then turn them back up. That's always the solution when other characters look kinda funky for me.
