i've recently installed GW on my notebook and i've this problem..

My NB

Dell 8600C
Pentium M 1.7ghz
1Gb Ram
Ati Radeon 9600Pro Turbo 128Mb
HD 60gb 7200rpm
Last Omega Driver installed

You sure the mesmer isn't just using eye beams?

Do other games work okay? Have you tried another drivers? I'm placing bets on drivers tho. [Latest drivers doesn't mean best, especially with vidcards. Even more so with new drivers on old vidcards.]

Try the Catalyst instead of Omega Drivers.

Until yesterday i've the old catalyst 4.11

and the same error

It worked without any errors on 4.11 up till now, and started bugging? Got the impression it was a fresh install on a computer that hasn't run the game ever before.

Atleast, other games working okay strike out the possibility of hardware error (vidcard drawing weird due to faulty memory etc)

Try changing the graphic settings of GW, to minimum, disable antialiasing (if you have it), disable all fancy effects.. if the problem still stays... um. I'd go through couple of different vidcard drivers and try again :x
