Default Texture Quality Issues

Im not exactly sure if this is a texture quality problem or if its actually planned to be like this, but often i will see armor that looks somewhat pixelated and hard to see. But then i look around and see people in the same armor with finer detail and smooth textures. What I also noticed is when i tried changing the texture quality settings, there was no difference in the skins between the medium and high setting. Suggestions appreciated.

I have absolutely no idea on this, I have noticed this myself, aswell. Especially 15k Gladiators, the front chest buckles on some look distorted, and its not the dye either. Same with monk 1.5k Dragon Ascetics, some look utterly horrible with all the distortion. Its not user based computer issue though, as all of my armor and most other people's looks fine to me, and i'm quite sure my computer is capable of running GW
