Default Cache + Lag - Help?

Hey, I have recently started plating Guild Wars again after a brief break, and I'm having a couple of problems, and was wondering if its just me, and if anyone knows how to fix them?

Cache:
The game doesn’t seem to be saving the updates it receives anymore, eg: whenever I enter a town/city I always have '27 files remaining' ever time, and its always the same download size, suggesting its doing the same one over and over every time I zone an area.
It also does the same update every time while actually playing (the little lightning bolt in the top right, that downloads extra files while you play)
Is there a way to fix this? the obvious answer would be to use the -image switch on the shortcut to bulk download all the files, but:

(Another thread on the lag problem has been brought to my attnetion, and it is not my computer, but a problem with their servers, so the problem below....I will just have to wait, but I still need help with the above^)

Lag:
Even though I'm on 56k, I have never had a problem with lag in guildwars, unless I am downloading at the same time, obviously. But even then It would never be this bad. I'm not sure if its my computer or not, the patterns suggest not. I get a regular lag spike every 15 seconds, where my character will freeze for approx 10 seconds, I have even watched on a network monitor and I can see a pattern in the lag spikes, This only happens while playing guildwars, and also only happens between the times of 11am-4pm and 11pm-4am, leaving very little playable time. The patterns suggest it isn't my connection that’s the problem.
I have read other threads and have updated my directX as suggested, and this worked great, until another new build was released, now the problem has come back.

Any suggestions on either?

Maybe with you being on 56k, it's when other users with your ISP are online too, maybe peak times for other people using the internet os it gets kinda busy?

Before I come out and say anything definitive, I have noticed a LOT of new builds recently. It may be that the files are a streaming fix, dependent upon the connection speed.

I've noticed it on 3.5mb cable, so I'm investigating myself...

apparently anet's server contractor is doing some poor management and then using certain contractual bindings to keep anet on their servers hence the global lag/latency. You can remedy your personal lag situation and improve err=7 ratio if you use command line keys with your guildwars shortcut. Google command line keys and look for the "-cachesize" one

Indeed, from what i've read about the subject the "-cachesize" command line key is the one that edits how much data for maps / updates / etc...is saved with your gw.dat file. Upping this could help to ease the issue, as I know the reverse causes the same sort of issues that you are referring to.
