Just backtrack a little further. Reinstall the old graphics card. See if it boots up normally like before. If it does, uninstall the old graphics card driver. When it asks you to restart, just shut off the comp. Now, install the new video card and boot up windows. See if this helps.

I would go into the BIOS and check all the settings pertaining to your video card and make sure they're correct. Also, disable quick boot or fast boot, and enable it to show summary if there's an option for that. Once the settings are correct in BIOS and quick boot is disabled, see if you can boot normaly. If not, try to hit F8 right after the post beep, and get it in safe mode to uninstall and reinstall the driver.

What kind of vid card is it anyway? and what type of slot is it using, AGP, PCIe?

Even if the BIOS summary screen doesn't show on boot, just keep hitting the del key or whatever key is used to get into the BIOS setup.

If you can't get into the BIOS what so ever, and that's all that will display on the screen, you may have to clear the CMOS, by taking out the CMOS battery while turned off(and unplugged), if a jumper is used to clear it, do that, then put the CMOS battery back in, and boot up. Go into the BIOS setup then, and adjust your settings correctly.

yeah you need to delete the old drivers of the pc before installing the new video card. (by add/install software or something). there are tools on some website to delete the old drivers, maybe you can find them on the website of you video card
