After working with PlayNC tech support, we find there is a problematic router in Comcast network. 10g-8-3-ar02.needham.ma.boston.comcast.net to be exact. Having 30% packet loss in average.
Talked with Comcast tech support. They actually know about this issue and are working on this (if I can believe them).
How many of you that experienc same problem as I do are from Boston area with Comcast?

I tried talking to CC Tech support...

First question out of his mouth; What is your router plugged into?

Ummm... It's plugged into a UPS...

Could you please plug it directly into the wall and see if this solves your problem?

Umm... What exactly does plugging my Modem into a wall outlet have anything to do with the 20-50% packet loss I am seeing out of Needham and Lowell Ma.?

Well, we need to make sure that you are getting the proper power to the modem...

Didn't you just hear me tell you it's plugged into a UPS?

Yes, but we don't support that kind of setup... We can send out a technician, but it'll cost you a possible 49.95 service charge if it's not a comcast related issue...

lmao. Sounds like the guy that was installing a satelite dish on my house. He kept telling me that the reason why I wasn't getting a signal was because I have power fluctuations in my electrical outlet. So, I measured it with a meter, stuck a surge protector in there for his comfort of stupidity. He still complained that was the reason.... so I went outside with him, looked over at my neighbor's house, and said, "See that dish over there? You have mine pointed in the wrong direction." So he pointed it in the right direction, and whallah! Signal.
