ok this whould sound a bit weird but just wondering if look under graphical option you see there's an option for you skill bar if you want it large largerEtc..
but i wonder if you set it att small will you lose any fps as in does it take any extra power of your graphic card?
was thinking that the higher resolution you have the lower fps you ''can'' get thought same goes for the skill bar?

and if you turn of Post-processing effect's does it' really make an big diffrence fps wise?
turned it of and i really can't se an huge diffrent but on papper it might be diffrent..
have 6800le 1gig ram 3400+64bit

Depends on your system. With your spec you should be able to run everything on full and not worry about frame rate.
