Curse

I'm at a loss here. In my opinion, I thought my computer was great for gaming, but now I'm guessing not. See I got Guild wars in the summer, and it was a little laggy but I figured I would deal with it, it was worth it because this was an incredible game. Then just recently, I got Nightfall. In Elona, however, the graphics are so incredibly stuttering that it's almost unplayable. It's also gotten a bit worse in Tyria. Here are my system specs:

Intel Celeron, 2.20 GHz
760 MB of RAM
ATI Radeon 9250

I should also mention that I am using a dialup connection, but that shouldn't make the FPS reduce to 1, which it goes to in crowded areas. In any battle or town it stays from 1-5, and the highest the FPS gets is 19, and thats when I'm in isolation in my Guild Hall. I've tried everything, one of these specs must be the problem. Any help would be GREATLY appreciated.

No, that is it. I also have an ATI Radeon 9250, and I also get a max of 20 FPS...but I don't recognize it much in Guild Wars as it's an MMORPG and not an FPS such as Counter-Strike: Source (although I get 40-60 fps on that! xD).
Just live with it, or upgrade.

Ah, so that's about as good as it's gonna get with my video card? Then I'll be upgrading VERY soon, 1 FPS jut isn't gonna cut it when I'm trying to save Elona from eternal darkness....

Ditto. My birthday's coming up (Jan 29th), gonna be getting me an ATI Radeon X1650 PRO! =)
