Your Gw.dat file may be very fragmented, you might want to defragment it, there's an explaination on how to do this on the technician's corner main page (Bad lagg, try this). This might just fix your problem.

Network News

We have received reports that some European players recently have experienced latency issues and packet loss, particularly at times of peak European concurrency. The network teams are investigating this matter and hope to have the problem resolved as quickly as possible. We appreciate your patience and understanding as we get this situation solved.

Though to be honest, I live in the US and I am seeing problems with connections routing into Tier 3 services in washington.

Yeah I have been having some lag issues as well. A number of other people I was playing with where having them. I'm in the US so that europe thing shouldn't matter. I didn't to trace tests though so not sure where the problem was.
