Default Very Strange fps

I have bought a new computer with:

CPU: E4300 (overclocked to 2.11GHz<--may be overclock more later)
Motherboard: Asus P5B
Ram: Kingston DDR2 2GB 667MHz
Display: Galaxy 7600GS DDR3 128MB
Harddisk: Maxtor SATAII 250GB
Montior: 19" wide screen (1440x900)

In the game, whenever I switched to any quality (incl. aa x4), the fps values are between 57-60. If I switched to lowest quality, the fps values are still the same as the highest quality (57-60fps)

I have seen that other players can reach 70+ fps in some posts.

Can anyone teach me how to do that??

Vertical sync off please! (a 60hz monitor would get 60fps, 70=70fps etc. )

*edit* My 8800gtx would get 60 max too at some times. With vSync on. Turn it off, and it booms up to 400+.

I was having the same so I just put switched it to run in DX8 and wala
