Depends on what your requirements are. Is it a spanking new board with dual PCI-e 16X slots or is it AGP? Also, what's "nothing too expensive" mean? What I consider to be cheap could be expensive to someone else, it's all relative.

Post some of your specs and/or requirements along with a rough budget and I'm sure you'll be sorted in no time flat.

If you want a good sound card, there's only one real option in my opinion. A Creative SoundBlaster Audigy series card. You can get an incredible clarity of sound out of those (even with the older Audigys - I use the original Audigy card from about 5-6 years ago and it still beats most of the competition). You should be able to check basic prices at the creative.com online store, although you could get a better deal by shopping locally if there are any stores in your area that specialise in selling PC parts

Azagoth is right, the first thing you need to tell us is whether you have an AGP slot or a PCI-E slot. After that, we can recommend model numbers and price ranges, etc.

Assuming you're building a computer from the ground up, I'd certainly recommend going with a PCIe motherboard as opposed to AGP.

What kind of budget do you have to work with?

Video card choices in the "not too expensive" range (assuming that you mean under $500 USD):

1. GeForce 8800GTS
2. Radeon x1950xt
3. Radeon x1950 Pro
4. GeForce 7600GT

Those are my under-"bleeding edge" GPU picks in order by price descending...depending on how much you want to spend. Note that while nVidia owns the low and high end, in ATI's "sweet spot" nVidia can't compete. ATI owns the midrange right now.
