In game are the other players armor suppose to look pixelated or not as crisp and clear as your own and the npcs?

System Specs:

socket 478 P4 3.2EE
x1950pro agp 512mb ram

The short answer is yes, because it uses less resources to render others at a lower res. Personally I still think there should be an option for us people with the hardware that could render everyone at full detail to do so.

Only when you're in towns or outposts.

You'll still see other people's armor in high res when you're outside, though.

It actually helps when you're in busy towns, though I'm sure high end cards with lots of VRAM like yours should be able to run it fine.
