While looking around ascalon, you can see that there are actualy 2 King Adelburn's there. One is near the gate that the chaar are attacking, like seen in the into movie. The other King is found just north of the baron and guild registers. Both are "inside" Ascalon, but both in areas that can not reached by foot.

Is this a bug? or is one a spy and is the reason for the charr being able to break through?

It might be a quest related bug (the king is in a certain position because of the quest, and is ALSO in his usual position) or someone just made two King Adelburns. I can't confirm/deny this because I havn't/don't feel like making a n ew character for pre-searing.

I'll try to explain this as well as I can.

Guild Wars doesn't have separate "instances" for cutscenes, movies, whatever you want to call them. When you watch a video sequence in the game, you are actually watching scripted behavior of the NPC's that are in the instance (which can be easily seen with Vizunah Square with Minion Masters). Because of this, good ol' King Awfulbutt needs to be in two locations - one for the video sequence of the Charr invasion, and one for ambiance / lorish purposes. It's somewhat of an oversight by the development team, but it's not a bug - that we can be sure of.
