I had this problem a couple of weeks ago. My computer was crashing so I reduced the graphic quality in favour of performance. It was then I started getting the error and it turned out I had dropped the quality too much and it wasn't allowing 3d graphics on any program.

I did the same and reinstalled DX9 and card drivers with no result.

Try going back into your nVidia control panel and upping the graphic quality and you should be fine.

I got a similar error once on an intel integrated chipset with outdated video drivers. Did you download the newest driver version from the web?

i was playing gw for about 3 months now, then i had to reformatt my computer due to some viruses which couldnt be deleted. so i reformatt my computer, everything works fine, i install gw, everything loads up perfectly, fast, no errors. now, whenever i try to run gw, it updates as normal, then it come to 100% and says

Unable to initialize 3D output. please verify that you have installed DirectX 9 and an updated video driver.

Click the URL below to open a web page with more information.

so, i put in my cd, go to My Computer, right click, press open, go to data, go to directx, and directx setup. || this proves that i have the directx 9 updated and ready to go.

HOWEVER, i still dont know whats going on with the updated video driver..
here is the dxdiag

The system is using the generic video driver. Please install video driver provided by the hardware manufacturer.
DirectDraw test results: All tests were successful.
Direct3D functionality not available. You should verify that the driver is a final version from the hardware manufacturer.

Well, Packard Bell would be your manufacturer then. You can get nvidia drivers from www.nvidia.com, but unfortunately "nvidia graphics something" won't do, you need to know a little more precise than that. You can try to poke around on www.packardbell.com and hope you find your computer, but the easiest way would be to simply use the CD-ROM that should've come with your computer when you bought it.

This is a common problem, and most will tell you to get the latest drivers etc, but 9/10 times its your hardware acceleration settings, so try this:

Anywhere on your Desktop, right click, choose Properties, Display Properties is shown, select Settings, select the Advanced button, another window opens, select Troubleshoot, this should be the Hardware Acceleration settings, if the slide is all the way to "None", slide it to "Full", then Apply and OK it all, then try again to play the game.

Check the connection to your video card, see if any of the pins are bent or broken. Even go as far as physically remove and reinstall the video card.
