I get 60 fps with everything maxed out in crowded towns/outpost. When I Put settings in medium-low I get around 80-100 fps

I get between 20-40 on medium settings in 1024x768 at the moment.
I'm stuck using onboard video for the next month or so.
My system is;
AMD Athlon 64 x2 4000+
Asus M2A-VM motherboard
2gb DDR2 5300
and the onboard is a radeon x1250, very painful to use.
I plan to upgrade to a Radeon HD 2600 Pro, so that should make things run better.

If your PSU has 22a-28a on the 12v and DX10 isn't a concern for you, get a 1950pro...you'll be glad you did

60fps at 1920x1200 max settings on my XPS M1710 laptop. I can't wait to see the fps#'s on the XPS M1730 once 8800M-GTX SLI becomes available for that model.

Thank You so much that was it. I am averaging about 280fps now all max settings but yeah i think you are right i cant tell a whole lot of difference from 60 to 280. lol

Motion pictures only require 24fps because each screen is motion blurred to the next so that it doesn't cause strain to the eye. However, pictures displayed on a monitor are NOT motion blurred so you need a higher fps (depending on the person) to feel more comfortable to the eye.
You can test this out yourself. Pause some video/DVD on the tv at a random point and it will be slightly blurred. However, pause (take a screenshot) on the computer and it will turn out crisp and clear.

This technique is most commonly referred to as "Twining" if I remember correctly.
Interestingly enough, depending on both the game and the person, the difference between 60-100 fps can be quite noticeable. I'm one of those persons that can detect the difference between 60 fps and anything higher than that, though I'm comfortable playing games at 21-25 fps...probably because I'm not spoiled =P
Though I've noticed that refresh rates also play a large part in how a game responds at certain frame rates. Games like Oblivion and Crysis both run fairly nice with my monitor's refresh set to 75hz, even though they normally run between 15-20 fps in high foliage areas. For those of you that are in the low 20s - high 10s, try fidgeting with your refresh rates.
There's a program out called "Rivatuner" that can tweak your graphic level that will cut your GPU some slack. Forcing vertex and pixel versions to 1.1 instead of the default 2.0 can yeild some decent boosts in FPS. Not only that, but I also believe that the program can force DirectX textures to a certain version (I.E. DirectX 9.0c down to DirectX 8.1b), which will also yield a boost in performance as well. Be warned though that some games won't run or display properly with the shader and DirectX overrides, but it's worth a shot.

this reason your having issues is vista+ guildwars+ low equiment lol
anways yeah you should check settings you shoul dbe at 60 about
unless your in a city with 1000 pople and 100 minis and every one taling and moving
i am at 130fps average tili go sone where like that then it goes down to about 75 fps
ohh trapping lol i hit 0 alot when all the traps go off trapping stygian

Your system is good enough to get much better framerates than that. Your cable modem/internet connection speed and anything you've done to them are completely irrelevant. Your framerate comes solely from the hardware inside of your computer and its ability to run the software. Connection speed affects lag in a different way, through server-client latency and packet loss, neither of which manifest themselves through your FPS.
I don't really know exactly what's causing your FPS drop, but I can say with a lot of confidence that your framerate would be at least 25-40% higher on Windows XP.
Since you asked, personally I average around 50fps but spike to 120's or down to 20's occasionally. Its just the nature of the game.

Agreed, Lord Xeshm. My machine is dated by today's standard but I still manage a fair fps ranging from 70-150 in game, with fps in the 30-40 range in crowded towns and outposts.
System
CPU: AMD Athlon XP 3200+ ~2.2GHz
MB: Gigabyte 7N-400 Pro2 1GB (2x512)
RAM: Kingston Xtreme DDR400 @ 2-2-2-5
GFX: BFG Tech. 6800GToc 256MB
AUD: Creative SB Audigy 24-bit
RES: 1152x864
Settings are maxed with 4xAA.
