Had this error ages ago when I started playing, it went away (Can't remember what I did.), and now it's back again.
I've tried running the .exe itself, and several related shortcuts, none are working. I have enough space, I have administrator privileges. These have never been taken away at any point. I'm not using TexMod, unlike my last buggy encounter with GW

There isn't anything wrong with your computer that I can see from those specs but you would most likely want to uninstall Guild Wars completely from your computer (including the program files on your hard drive) and reinstall it from the Guild Wars website. If your problems persist I would say that you should contact Anet because it may be an issue with updating your base files or if that isn't the problem then give Microsoft a ring, their support can be quite slow but it is pretty damn good once you get to an actual person. I definitely did something before that fixed it, I just can't remember what the RED ENGINE GORED ENGINE GORED ENGINE GORED ENGINE GO it was.

Yea, I know what you mean. I think that is most likely just giving you an error because it is having trouble downloading from the server, not that it is having trouble getting into the file it needs on your hard drive ^^
