Basically the theory says, that the download is slower than the output on the disc. So the output writes a lot of zeros.
That seems like pretty stupid theory.

Why the hell would anyone design it like that, it just makes no sense.

Could be it's all leftover data that isn't being used anymore.

After Image-ing, mine is: 3,56GB.
Have all 3 campaigns + EotN + BMP.

From what I understand about the .dat file, is that people that tend to use alot of different characters & accounts increase their dat size by corruption. I have had mine close to 5GB before and had it go completely caput so I had to redl which was no fun. Currently all of my pc's have a dat file under 4GB, ranging from around 3.5 to 3.9. If you are getting up into the middle 4s, it may help things along (including game performance) by removing the dat file you have, and redownloading it.

3.56 to around 3.7 is about right. Anything above that is good ol' "dat-bloat" which I suffered from myself. One theory is that old dats have disused items in there that never got deleted during updates - I don't know for sure.

Oh, and Miss Drops Az? How come your PC is set to open .dat files with Windows Media Player by default?
