013 here as well. Switched from American servers to Europe for less lag while playing Polymock, got disconnected 10 minutes later while zoning and now I can't log on any characters.

Maybe they have made a mistake, closed Guild wars europe servers instead of Hellgate servers :P

I have joined the error club as well now, just tried to log in for the first time in 2 days and I couldent even go any further then my character select screen before the error etc

So everything is down... but not the moral of my guild... they are still patiently waiting in ID1 HA for servers to come back (and me to log in) so we can rush in, come first and get a great jump in HA . ..Ow and telling me over vent "try now, try now, ...how bout now?"

I'm getting the same thing and I've never had connection issues before. My characters are currently on the European servers even though I'm American.

Seems whatever the tech team are doing has caused a load more people to dump out. I had no problems at all until about 15-20 minutes ago and now I have 013. My 2nd account is set up by default on American servers and seems fine.

EDIT oh no 2nd account is also dead. Was fine just standing in Gates of Kryta, but then I tried to switch characters.

Same problem often disconnected while zoning and cannot reconnect for some time afterwards always with the "Error Code 13" message.
This started along with the Wintersday event.
