Is there a download for a Skill Template program so that you can hit [skill] and it displays that skill and its description.

To answer your question, I'm not sure. Although I would never recommend downloading any kind of third party software for Guild Wars. You never know... by downloading something, you're giving them the chance to steal your password.

Why not just use the wiki? I prefer to use the in-game command. Just type something like "/wiki healers boon" into the chat box. This would pull up the wiki page for Healer's Boon.
