I can't offer money only items. I tried restarting but that didnt work. Help please.

Is your account less than 24 hours old by chance? New accounts cannot trade for the 1st day to deter gold farmers from fraudulent activities. After 24 hours, you should be able to trade money and items normally.

The OP said he could not trade money, but he could trade items.

The lock down does not allow any trades as you said yourself; could be glitch, if it does not change or was not one of the other mistakes, e-mail A-Net. Not much anyone could do about it on here.
