Basically, no. Getting the extra RAM and a video card would simply allow you to at least play GW at some quality level, but there's no way that that computer will compete with newer ones.
I wouldn't recommend buying Windows7 for it either - it may not be able to handle it.

Btw, my suggestions for a video card were simply examples of the sort of card you'd want. They are low-end cards, but they won't have the problems that the Intel Integrated Graphics does. You may be able to find a good used card on a local buy/sell site or somewhere. It is not cost effective to spend too much money on it.

Also, the term "integrated" in this case means that the graphics functions are part of the motherboard chipset. There is no "card" as such. If you were to get a video card, you may need to get into the computer's BIOS/setup to disable the on-board video, but it could be disabled automatically as well.
If you plug in a video card and you have problems starting the computer or seeing any video, then you would need to get into the BIOS. Check the manual to see how to get into the BIOS.
If you have no manual, watch the monitor as the computer boots up (without the new video card installed). There may be a line on the screen that says something like "Press DEL to enter setup" (or similar). Press the appropriate key and when the setup comes up, navigate around until you find something that says something like "on-board video" and set it to "disable". Then save the settings, turn off the machine, install the new card and re-boot. Windows should find the card and should install basic drivers. You may also want to install drivers that came with the card.

Alright thanks, i wasnt trying to be ignorant, just trying to find the most cost effective way for a both a gw and overall pc upgrade. After everyones helpfull posts, ive decided to leave my system as it is with its new ram until maybe next christmas (im still 17 That will be in time for gw2. Its going to be anoying dealing with this outdated crap for that long but at least i can run gw without lag....even if i cant load eotn and NF . Ive been trying the "3D analzye method" but i cant get it to work.

Hmm actually now that i think of it since those cards you liosted are on a pretty good budget i may purchase them for now. Im VERY glad you cleared up the whole "integrated" thing for me . would it be highly or slightly difficult getting this new card to work correctly? and can my 2 cards possibly be combined?...

Thats only possible with 2 or more of the same card with sli (nvidea) or crossfire (ati) you also need a special motherboard for that.

The only difficult part would be getting into the BIOS to disable the on-board video, and how difficult that is only depends upon how hard it is to find the proper key to press, and to find the on-board video part of the BIOS.

No, you can't combine the two cards.

Btw, you'd be happiest with the HD9250 or something newer - the ATI 7000 is an older card that may also have difficulty with some parts of GW.

If at all possible, I would advise the 3850. The worse choice of thoses presented here is the Nvidia 6200. You are doing better with what you have than that will do. I got one for my wife and best we got was 6FPS on lowest settings in Kamadan D2. D1, well we just won't go there.

i would advise the ATI HD4650 AGP - was pretty cheap and works fabulously.
AGP may be "from the past" but it still works fine. Got to keep people buying new things so have to keep changing the slots of course...

Alright guys so i have a new rediculous issue. i was playing WF with my warrior and got to honur hill no problems at all. so i shut down my pc and go out for a bit, come back home and try to load my warrior and what do you know, a graphics error??? like ?! ive BEEN THERE and loaded it before and now my pc just doesnt feel like it...ugh honestly..

EDIT:...ok lol so..i try this idea of resizing my gw window to very small...and THAT made it load...lmao wtf?? this problem may persist so...if somone has an answer to why my pc loads it when "it feels like it"...thanks

You would have to get a PCI graphics card. The Dell Dimension 3000 does not have PCIe or AGP... looks like PCI is the only choice you have.
