I do, and didn't have any issues when it was supposedly down. And I live in one of the areas effected by it.

Since I reactivated my Comcast HSI (now XFinity) service in April, I've only had one or two outages that could really be called significant, one of them just this past Sunday (11/28). I believe Comcast was updating DNS services at that time. I've heard some people blame Comcast for the difficulties that some - myself among them - were having with logging in and loading this weekend, but I don't really believe that to be true, because my ping/traceroute investigations showed that there was a definite problem at the Level 3 servers on the traceroute just before the ArenaNet servers.

My buddy in the Detroit area was having problems with his internet, which I think is Comcast. He was able to connect to my Ventrilo and able to play GW until he logged out. Both of those (Vent and GW) were reached using direct IPs, so I suggested he try Google DNS and that worked. (Just for future reference)
