Try e-mailing anet again saying that you think you might of been hacked, and give them that character's name. They'll ask you questions just to verify it's really your account. Things like what's your serial code for the campaigns? What address did you use when you registered an account. And, they'll give you the information to your account back.

It happened to my account as well. I was hacked, and apparently my account was even banned from whomever hacked it. They fixed the problem for me.

EDIT: If you don't remember the e-mail you used, you can e-mail them from any e-mail really. My old e-mail didn't work at all, so I had the use the most recent e-mail I have.

Whoa. Let's back up here.

While saving your box/codes would have made this process a lot easier (and that's why you should hang onto them), ANet is not unreasonable and understand that not everyone can find their boxes in times like these.

Keep an open, polite, and cooperative dialogue going with support. Try to provide any information that only you, the account owner, would know. If you purchased anything in the in-game store, providing support the credit card numbers used in such transactions could help.
Wrack your brain for anything like that that you can come up with.

They want to help you, and they do want you to be able to play an account that is rightfully yours. But they have to take certain precautions to make sure that it is indeed the rightful owner that gets access to the account.
