I'm desperate, I've looked high low and center for the thing, but it refuses to come out of hiding!

The skill listings say it should be at Yak's bend, but the selection there is decidedly lacking. I'm midway through the quests there, and prospects are looking bleak. Could someone give me a hand?

Where is it? How do I get it?

I'l do anything!
