Default armor question

I'm a monk and if I buy a set of armor that is +5 to elemental resist on my arms/legs/chest/and feet does that mean I am at +20 total to my elemental resist or does it mean that I have 5 extra armor on that specific location if I get hit there?

+5 on the individual armor peices. All damage is location specific.

It would be insain for my Ranger if it all add, seeings how each peace is +15 vs Elements for each part
