Now, this confuses me because I saw a chart (either here or on GWOnline.net) that I can't find now, saying you don't reach full weapon potential until you hit 12 in the weapon's corresponding attribute (even though the weapon may only req 9).

So which is true?

The full potential of a weapon would be the requirement on the weapon.

What you were reading "might" have been referring to pumping up the weapon attribute for the most possible damage.
