Default Owning a town, cheap keys???

I read a topic earlier today and i don't understand it, here it is:

Note:- All Keys Costs me 600g each since we dont own any town, so if you own a town you dont have to pay me 600g, you can just give me keys and i will run chests for you.

How can you get a town? and what keys can you get with these towns...

In Factions, the alliances with the most faction are granted "ownership" of the various towns and outposts in the Luxon/Kurzick area. These towns have special areas that can only be accessed by members of this alliance, where you can find a discount merchant who sells items at a reduced rate.

I believe members of the alliances that own towns may purchase keys from their special merchant at rates of 480 gold per key.

Yep, but you can only purchase keys of that specific area/town that your alliance is controlling.

And the keys are not cheap when you consider the amount of farming you need to do to just hold a town.

Well, it's not only the keys that are cheaper, but everything is 20% cheaper than regular.

The 5k a day (and 10k a day for the bigger city owning alliances) isn't actually that much at all...a few good AB's will get that in.

And it is profitable, since there are people that make ALL their money by buying the 480gp keys and selling for 500gp ea in bulk.

Our owning a town has made it much chreaper for me to chest farm. IDing everything is also cheaper, as is slavaging mods. We ask our members to get 5k faction a day. We nearly always run teams in AB which makes it easier to coordinate. 4 wins takes no time at all, especially on the maps thats favour your side. Last point, I opened the map areas for Zos Shivros and Aurios mines to the fullest without doing the missions themselves; another bonus for owning those partticular towns.
