It's a simple case of, you need more Luxon Faction than Kurzick for the Luxons to help you. Do some easy quests and waste some Kurzick Faction and you should be fine.

Easy way to change back and forth:
1) Use up any thousands of faction you have on either side, so you have under 1000 left
2) Go to opposing side and do the repeatable quests (a few easy ones on both sides) worth ~400faction each, until you have more of that faction, should only take 1-2 times. Or Fort Aspenwood 1-2 times.

There you are.

or you can just map over to the Kurzick side or to a City area and do your business there. It's what I do.

Even easier than doing a repeatable quest, spend all your faction from one side, then go to an outpost that is owned by the side you want to deal with, and bribe the priest at the res shrine. Doing this gets you 10 faction, and that's enough to be friends.

Afaik you need to have done both Befriending the Kurzicks AND Luxons to be able to sell on both sides.
Whichever faction you have most of will let you speak to them.
Correct me if I'm wrong

it doesnt matter if you have done both befriending quests. the Luxon NPCs will only talk to you if you have more Luxon factions than kurzicks. and also vice versa

You're wrong. A person only needs more faction of one side or the other. Otherwise it would be quite impossible to do anything in Cavalon/HzH until quest completion.
