Yup. Title says it all. These questions are stupid and will undoubtedly bring on some flaming...but oh well, I would like to know their answer.

#1. I was wondeing what the heck "skill points" are. I know you need 1 skill point to unlock a new attack or w/ever, but I have no idea how many I actually have left. Im assuming there is a limited amount because some quests give skill points as a reward but I really have no idea how many i have left.

#2. When can I finally train some new stuff. Im currently level 11 and havent been able to unlock anything new since like 7 or 8. Just wondering when that'll come.

#3. Promotions...is there any way to check the status of my next promotion. like 200/500 promotion points or something.

Guess that'll do it for now. Coulda sworn I had more but guess not.

1- Press H it should be in the top right

2- No idea what you mean, Skills? You need to Buy them.

3-Press H, then your titles tab.

Read.
Your.
Manual.

It will answer everything.

Press the H button, and look in the upper right-hand corner. Look that whole window over to see what other neat things you can find out. Mouse over each thing that shows up there and a window will open with more info about it. (you may have to right-click when pointing, but I can't say right now as I'm sleepy.)

Not sure what you mean here, but... In Nightfall, you can take your initial secondary profession once you hit level 5. You can gain skills by trading skill points & gold to skill trainers (be selective when choosing skills). Once you reach the Chantry of secrets, you can change secondary professions for 500g. Once you've changed secondaries, you can switch back and forth from your first secondary to any one that you've already paid for for free. If your asking about how soon you can make additional characters, you can do that at any time.

Yep, press "H" key and click on the "Titles" tab, mouse over the title track that you want to know about and that will show you how much more you need to reach the next rank.

And since you expect some flaming, here you go: New players are called "Newbies," not "noobs." Noobs are people with experience in the game and should know what's going on and how to play the game. They should also know the proper terminology. So get it straight!!!
