Default Character skill sharing

Hi,
It has been about a months since I have been on my GW account, and I started a new character. Eventually, I looked at my available skills, and I was perplexed at the fact that none of the elites or even non-elites I had gotten for that profession on a previous character did not show up as usuable skills on my new character. What happened to all of my skills, do I have to go back and purchase or capture them again? Didn't it used to be that all the skills you have attained were attached to your account, not just one of the characters?

All skills that you unlock on a PvE character can only be used by that character OR a PvP character.

If you create a new PvE character, you will not have acccess to skills you have on a different PvE character. However, you can equip Heros (Nightfall) with any skills you have unlocked on your account.

lol...i just remembered, it was for the heroes that I was capping all the skills for!
