Hello,

I made a build with many smitimg signets.
Does the HCT and HSR of spells given by weapons apply to those signets ?
and what about arcane echo ?

when useing sigs i tend to make a mo/mes and use mantra of inscriptions (i think thats it lol) it makes them almost half in recharge time.

as for ac im not sure soz

I'm not sure either, but Mantra of Inscriptions will let them recharge very fast.

that's what i've done.
i also took mantra of signets to recharge my elite signet immediately.
only after that i use mantra of inscriptions.
my Q was about the weapon bonus...
or am i asking too much ? mantra AND weapon ?

They are not spells so no, it does not help them cast faster or re-charge.

Archane echo can not be used. Signets are not spells (ie, backfire won't do damage to you, etc).
HCT and HSR is spells only. So no signets again.

Echo COULD be used, but it sounds like your elite slot is being use already for your build.
