I have had good luck with the Crystal Desert collectors' offhands taking dye. I have a 20/20 collector's Jeweled Chakram which dyes like the wiki chart. I think it came from the Crystal Desert, but it could've been North Shiverpeaks. I got a Jeweled Chakram from a Factions collector in the Imperial Sanctum outpost and found it would not dye.

FWIW, some inscribable loot metal-skin Jeweled Chakrams will dye! The wiki's article is misleading. I have at least one (probably more) dyeable, inscribable loot Jeweled Chakram. I've never found any rhyme or reason to predict which loot drops will take dye and which won't. The dyeable loot versions are always inscribable, but not every inscribable drop takes dye.

The good news is I think dyeable loot Jeweled and Inscribed Chakrams are the easiest to find of all the core-skin offhands. I've yet to find a single loot Storm Artifact which would dye, but I found quite a few chakrams.

There's also two different ways they can dye The dye chart on official wiki shows that yellow dye makes them look greenish. My collector Inscribed Chakrams work like that, too. But loot versions which take dye may do that, or they may work where yellow dye makes them look like the default color.

So, in summary ...
- try the Crystal Desert or North Shiverpeaks collectors if they have the mods you want.
- If you want a loot (gold-text, fully moddable) version, look for some for sale and ask the seller(s) to check if they'll dye.

Ok, then try the ones from Arliss Vaugh in Skyward Reach or Bariel Darkroot in Mineral Springs if you want the dye chart like Wiki shows.

I misspoke earlier - my collector Jeweled Chakram isn't 20/20; it's +30 and 15/-1. But I'm still pretty sure it came from Crystal Desert or No. Shiverpeaks.

I was curious, so I took some pictures to show the differences. Maybe it'll help you decide if the color you want can be had from the easy collector version or if you need to hunt up a loot version. First pic should be the collector version; second is the dyeable loot version.

generally prophecies items dye more frequently than those from other campaigns

Thanks for uploading the picture! I had a feeling the Crystal Desert collector chakrams dyed that ... "old" way. (I say old because I think they've done that since the beginning of Prophecies, and I never saw one dye with yellow matching the default color until long after there were inscribables dropping. I could be mistaken.)
