As I can not see the HoM site from my current location, I can not answer the first question yet.
As for the second question, LDoA counts for HoM and it should be listed there in the Honor monument (with the rest of the titles).

It does count as a max title, if you look at the "Honor" tab you will find it listed there.

Cheers

Btw, it's called "Eternal Defender of Ascalon"

Yes, you can record LDoA in your HoM. It is recorded in the HoM as "Eternal Defender of Ascalon." That's probably what's throwing you off.

You can even do it without leaving Pre-Searing (talk to Kimmes the Historian)

You can fill your HoM on any character you like, if your mesmer is not close to level 20 in pre (already level 14 or above) I'd suggest filling the slots you can with your other characters who have access to the hall already.

Buy one green miniature and one gold miniature. Cap a black widow from UW or black moa from Kurzick quest. Buy one hero armor remnant. Get either Vabbian armor or Elite Kurzick/Luxon armor. Buy one destroyer weapon and one tormented weapon. This should give you a good start on HoM.

Like said, any character can fill the hall (it is the account view of the hall that counts), cause the ldoa title still can be very boring, I suggest to do that and start doing the rest on a different character.

My advise would be to start with HM vanquishes and HM missions. Make sure you take ranger as secondary and capture the raindbow phoenix. When you let him die and don't res him during a vq-ish, he still gets the xp to lvl up.
Also make sure you bring enough lockpicks to open up chests

Doing this will reward you a nice amount of money, just keep potting it.

When done or bored you can give things like the deep, urgoz, DoA, Sorrow's furnace a change to get more title statues. Depending on your lvl you might need other players to help. The zaishen mission/vanquish/bounty can be a great help for that, as well a a good guild.

You can also get the items needed for hero's armor to fill up that monument.

I'm working on an HoM guide. It is not finished yet but it might help.

I'm assuming you meant for title hunting? Because then you mentioned money, and chest opening is not exactly going to make you money, quite the opposite. The price of the lockpick/key is usually higher than the merchant cost of the items you get, so stricly speaking you're losing money. The items themselves are randomized so they've very seldom useful as-is.

The only reason I'd do this is to max Treasure Hunter, Lucky/Unlucky and/or Wisdom (by identifying the golds).

The Treasure Hunter wiki page has some cost analysis. The cost can be mitigated by selling the items outright or by salvaging mods and recombining them (although then the cost of kits adds up as well).

* Get all the things you have listed already.
* Grab a cheap gold unded mini, and (if you can) 11 cheap white 1st-2nd year unded minis. Get to 20 total.
* Get the black moa and any three hero armors.

That gets you to 29. For your 30th point, you can either get 2 more elite armors, a tormented weapon, 4 oppressor/destroyer weapons (which would give you 2 points), 10 hero armors, 10 minis, or 5 more honor statues of your choice.

If you want to get to 50, well, you're in for a longer haul.

30 is my main goal. My mesmer is level 19 and as soon as I accept a quest reward she will be 20. (sorry if this question is not aloud) do you think 300k is enough to really get started on it?

yeah...you should be able to get an elite set of armor or 2, plus most of the minis (get the cheap white 1st and 2nd year ones)...and the hero armors...should get you pretty far on your way.
